To try to raise money, the French king, Louis XVI, proposed an increase in taxes. However, most of the countrys richest people the clergy know as the First Estate and the noblemen the Second Estate did not pay tax. So the burden of taxes fell on the ordinary people the peasants and middle classes know as the Third Estate.
